Here's the account structure that's printing the most money for my clients right now. One CBO cost cap campaign (Zombie + Scaling) → Ad set 1: Historical winners. The proven ads. Normal cost cap. → Ad set 2: Newly tested winners. Min spend limit to force delivery, max spend limit so they can't run away before they've earned it. → Ad set 3: The zombie ad set. Failed tests and fatigued ads. Much lower cost cap than the other two.
